Dear Ruba,
I am student too and based on my personal experiences, I can help you and I hope it become effective. If you tried whole life and did not learn English. I think the problem may be in the methods or bad habits. If you change some of them it might be useful. I know for bigginers it is really great to listen to English and read as much as they can. For me, at first, even listening to English was really difficult but I finally understood that if I listen to a tape and at the same time look at the transcript is more effective. Thus, I listened to a tape and look at the transcript many many times. The number of listening is up to you until it become familiar. After that, I listened to the same tape but without looking at the transcripts. I also listened to everything as much as I can including, English News like CNN or BBC, English movies, English songs and etc. First, I could not understand or focus on what I heard but after a while, it got better and better. Do not think that if you can not understand something it means that you can not learn. No it is totally false idea. Learning takes time and being patient is really really important. Another thing in relation to listening skill is that Native speakers use Linking or Abbrevations and so on. Learning these kinds of stuff help you understand English listening better. So, try to learn pronunciation too in order to help listening. My advice is listen as much as you can, day and night. Listen to one subject as much as you can. Do not listen to many tapes or English materials. It is not effective. To learn English, based on my personal experience, LESS is MUCH. It means Quality is better than Quantity. For example, if you listen to one short text over and over and learn it as it becomes natural to you, it can help you learn English. To sum up, listening is really important and a major skill. Because the better you listen, the better you speak.
Another skill is reading. Read as much as you can. Find vocabularies and find synonyms and antonyms and make sentences. Do not learn a single vocabulary. It is useless. Learn them in sentences or context. If you learn vocabularies in sentences, you will never forget them. So, Do not study a single word. When you learn a word, try to make sentences. If you look at my blog, you will see some red words which are used in sentences and I tried to repeat the same word again and again. Because repitition helps to learn effectively. Slow down your study and find a reading passage. Read it and try to ask what is trying to tell, what the main idea is , look the sentences and focus on grammar. By this way, you can read effectively. In your free time, try to read your favorite English books and whatever that interests you. It is important because it is motivational. You will enjoy learning English and having fun at the same time.
After that, you can write in English. First, there is no need to write like a pro. Write about what you like, your childhood, a party, a scary moments of your life, the happiest moment of your life, whatever you like but just write as much as you can. I am blogging almost every day and I can tell you it is really fantastic and helped me a lot. I do not write very professionally but it helped me to improve my reading and learning more vocabulary and using my English.
